Dev builds in Angular 12

I am trying to upgrade my app to use Angular 12, I have just upgraded @ionic/angular-toolkit to 5.0.0.

I am trying to work out why I can’t read properties from the environment but Angular defaults to production builds so it’s impossible to debug it.

I’ve found various suggestions to modify angular.json but none of them have worked and none of them relate specifically to Ionic projects.

I should also add that I am using Cordova as my app uses Cordova-plugin-googlemaps which I believe does not work with Capacitor.

Does anyone know how to make an Ionic Cordova project using Angular 12 generate dev builds using theionic cordova build or run commands e.g.
IONIC CORDOVA BUILD ANDROID or IONIC CORDOVA RUN ANDROID
