Why in react template, they repeat the two times?

Hi all,

I am very confused about the ionic react template. The template, repeat the two times, why??? Whats the benefit???

      </IonHeader>

          </IonToolbar>

      </IonContent>
    </IonPage>

I think, the part only one time should be enough…
